Job Description

ASRC Federal is in search of a dedicated Product Lead to become a pivotal part of our engineering team, stationed on-site at PD SAI within the C5ISR APG campus at the PM SAI office. The chosen individual will be a key in deliver continuous management and review of cost, schedule, performance, and supportability of major US Army’s Intelligence projects, programs, and products through the acquisition life cycle, from research, development, production, through fielding and sustainment. The Product Lead delivers draft product and program DOD 5000 acquisition documentation, integrated master schedules (IMS), and briefings to leadership. Other responsibilities will include:

  • Managing system design, development, acquisition, planning, and programming to include engineering, installation, testing, transitioning, and support of fielded systems.

  • Assess long-range factors against potential affect programmatic or technical progress of the project and provide pivot recommendations.

  • Monitoring and tracking program risks and reporting the risk status to Government customer.

  • Provide investigations leadership enabling system improvements, incorporation of new requirements, and other technical data for operations of systems.

  • Analyzing and evaluating project development, progress, and performance.

  • Deliver periodic reviews and collaborations with key stakeholders for overall project status horizontally integrated with projects’ major milestones aligned to schedule, cost, and performance.

  • Provide recommendation of priorities for contractor activities, participating in In-Processing Reviews (IPR), and reviewing contractor deliverables.

  • Collaborate with contracting officers in the formulation and execution of acquisition and service contracts.

  • Collaborate with multiple teams to overcome technical challenges (hardware and software design, programming, acquisition, logistic support, and management services).

  • Attending and chairing various Integrated Product Team (IPT) meetings.

  • Travel will be required up to 50% of the time, with the possibility of OCONUS travel.

Requirements :

Skills & Knowledge Required

  • A broad knowledge of project and financial management, engineering planning and operations, and system sustainment to accomplish the management and administration of assigned projects.

  • Expert level skills in Microsoft Project

  • Ability to apply managerial and executive skills, utilizing extensive management background to review, analyze, and evaluate program development, progress, and performance.

  • Comprehensive knowledge of the range of administrative and fiscal laws, policies, regulations, procedures, and precedents applicable to the administration of Product Management programs ACAT 1 and/or ACAT 2 DOD oversight.

  • Knowledge of programs, missions, and organizational structure to perform continuous evaluation of efficiency and effectiveness of applies resources to maximize use of increasingly scarce and changing resources.

  • Strong written and oral communication skills

Education and Experience Requirements

  • Bachelor’s degree in Business Management or related Business/Administrative discipline

  • Project Management Professional (PMP) certification is highly desired.

  • 15+ years of government program management experience, with at least 3 years’ experience working on Airborne Intelligence Surveillance and Reconnaissance (AISR) systems.

  • Experience with integrating sensors on an aerial platform.

  • Experience with DoD 5000 series, AR 70-1, and Financial Management Regulations.

  • Experience with DOD appropriation types and procedures.

  • Experience drafting DOD acquisition documents.

  • Experience with creating and briefing product and project cost, schedule, and performance status to DOD senior leadership.

Clearance Requirements

  • Active DoD Top Secret clearance with SCI eligibility
