Summary : This position will be on-site in our Columbia office supporting our Intel division. Our expertise is in the mission areas of Cyber & SIGINT Processing, OSINT & Media Exploitation, ISR, and Enterprise-Class Analytics as we help Intelligence Community, National Security, and Federal agencies exploit data to identify trends, make better decisions, and accomplish their critical mission objectives.

We are seeking a strong Intel Recruiter with documented success recruiting fully-cleared technical staff for numerous programs in the DOD and Intelligence Communities.

In this role, you will manage a substantial requisition load spanning a large number of contracts in equal support of two business units and a cross-functional leadership team. You will be responsible for the entire recruiting and placement lifecycle to include sourcing, screening, interviewing, offer negotiation and successful placement of signed candidates on billable projects.

Responsibilities:

  • Develop sourcing strategies for talented and diverse candidates through creative methods such as job posting, data mining of the internet, on-line databases, social media, internal databases, employee referrals, networking, cold calling, competitor research, career fairs, etc. Maintain a network of contacts to identify and source qualified candidates.

  • Full-Life Cycle recruitment within the DOD and Intelligence Communities. Generate a volume of high-quality candidates. Build a pipeline of TS/SCI Full Scope Poly cleared candidates. Constant candidate screening and interviewing for current openings and pipeline.

  • Function as a business partner with hiring managers to meet and exceed expectations throughout the hiring process.

  • Ensure regulatory, as well as, client specific compliance.

  • Assist with employment advertising campaigns and programs.

  • Plan and coordinate technical recruiting events and open houses.

  • Assist with recruitment planning including staffing metrics and applicant tracking.

  • Conduct research and analyzes data on assigned projects.

  • Participate in companywide task teams and initiatives.

  • Support/lead proposal efforts with our BD/Capture/Proposal team.

  • Assist with contract transitions and incumbent capture.

Requirement:

  • Full lifecycle experience up to and including securing billable work for signed candidates.

  • Past experience supporting multiple internal clients in a broad portfolio of work. You must be able to manage the diverse needs of a cross-functional leadership team.

  • Ability to stay current on a diverse and large number of programs while managing the staffing needs of two business units.

  • Strong writing, editing and formatting abilities. You will be responsible for updating and editing staff and candidate resumes and pulling the data into program specific templates.

  • Creative approach to sourcing candidates along with using traditional sourcing tools/resources.

  • Detail oriented, resourceful and adaptive nature. Ours is a fast-moving environment with evolving needs and shifting responsibilities.

  • Strong teamwork as well as the ability to work independently. Self-confidence, perseverance, excellent communication skills and a high sense of urgency.

  • Experience with a high volume and heavy req load is required.

  • Experience working collectively with contracts, HR and security teams to ensure clearance transfer, onboarding and placement.

  • Demonstrated knowledge of using staffing tools such as applicant tracking systems, HRIS, electronic job boards and social media. Strong internet mining experience.

  • Strong knowledge of employment law.

  • Expert level skills in Microsoft Excel with the ability to collect data, run reports from data and present data in a weekly staffing meeting.

  • U.S. Citizenship is required. Active TS/SCI Poly preferred.

Education/Experience:

  • Bachelor's degree in Human Resources or related field; or equivalent education and experience in lieu of a degree.

  • Minimum 8-10 years of technical recruiting experience within the Federal contracting industry with at least 5 years of experience recruiting highly-technical TS/SCI full- scope polygraphed candidates within the Intelligence Community.

  • Must have 2+ years of experience leading a team of Recruiters.
