Position : Senior Pricing Analyst

We are seeking a Senior Pricing Analyst to support a NASA contract in Lanham, MD .
Assist the Contracting Officer in their assessment and evaluation of the contractor's accounting system, cost estimating practices, and other metrics in the performance of Cost type contracts. To include participation in the evaluation of Forward Pricing Rate Agreement (FPRA), Forward Pricing Rate Proposals (FPRPs), contractor cost allocations, Cost Estimating Relationships (CERs), and various other Cost Analysis and Cost Realism analysis techniques as set forth in FAR 15.404.
Provide assistance and advisement in cost management, financial and cost analyses, lifecycle resource management, alternative scenario analyses, and Engineering Change Proposal (ECP) evaluation. As well as assessing the priority and sequencing of multiple task order and change order activities within existing and projected budget constraints.
Assist and advise the Configuration Control Board (CCB) with cost impact assessments to include Independent Government Cost Estimates (IGCEs) and Rough Orders of Magnitude Assessments (ROMs).
Provide cost estimating/evaluation and trend analysis activities to include contractor invoice submittals and change request evaluations.
Monitor and advise the Government in the management of contractor development actuals and funding. Assist with developing and justifying yearly Ground Project (GP) budgets to support Project management decision-making.
Review and analyze NASA Form 533 and EVM Cost Performance Report data.
Participate in the assessment of contract cost/schedule performance for feedback into award fees periods.
Participate in contractor reviews at contractor facilities, including integrated baseline reviews, design and engineering discussions, Government and contractor technical interchange meetings, and in-progress reviews of contractor-developed documents.

Proposal pricing strategy and cost estimation experience necessary.
Strong working knowledge of various contract types as well as the Federal Acquisition Regulations and Cost Accounting Standards.
Excellent analytical skills.
Strong organizational skills and attention to detail; ability to manage time and meet reporting deadlines.
Strong interpersonal and communication skills; ability to interact with all levels of professionals.
Good understanding of how to apply Appropriation law.
A background that includes working with Federal auditing, contract management, or oversight agencies like DCMA or DCAA is of significant benefit.
Ability to travel when needed to Boulder, CO.
Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.
Education and Experience:
- Must have a Bachelor's degree in a related field and 8+ years of related experience in Pricing, Cost Management or Financial Analysis. 10 years of experience in lieu of a degree
