Position : IT Program Manager

ASRC Federal has an excellent opportunity and is seeking an IT Program Manager for the work we do supporting NIH on the National Toxicology Program in Durham, NC.
The successful candidate for the role has expertise in the field of toxicology, biology or similar, as well as a computer science background, such as bioinformatics, cheminformatics, machine learning or computational biology. This position will support a cross-functional team developing, implementing and supporting data analyses, data collection systems, acquiring data from primary data sources and maintaining databases as well as work with and engage external stakeholders to manage their interests.
Provide strategic support and analysis at various Program meetings focused on numerous project management and/or technical issues
Meet with and interview technical leads and Subject Matter Experts (SMEs) to collect information to populate various Program and Project Artifacts. (Project Schedule, Project Management Plan, Budget Management Plan, Change Management Plan, Program Charter, Governance Plan, etc.)
Review current Program artifacts and update with the latest PMBOK principles, Federal best practices, and Federal / National Institutes of Health guidance
Implement and perform the necessary quality checks to ensure that all program and project deliverables are polished and error free.
Collaborate with Government Program leadership, technical experts, and project managers to ensure timely and accurate performance status input
Develop reporting processes, collect information, and provide recommendations to leadership regarding project status, risks, issues, and other topics
Facilitate meetings with Government staff
Track, measure, report, and communicate project status
Support data calls, perform related analysis, and develop reports
Maintain a customer-service focus to exceed customer expectations

Master's degree in a scientific or technical discipline with ten (10) years of Program/Project Management or a Bachelor's in a scientific or technical discipline with fifteen (15) years of Program/Project management experience
5 years of experience applying Project Management tools and concepts
Experience working in a scientific or laboratory environment is preferred not required
Project Management Professional (PMP) Certification desired.
Sstrong understanding of toxicological preclinical study design and ability to review and understand data for biological effects
Strong understanding of project management (PMI) concepts and experience applying the concepts to a program or project
Experience developing Program Artifacts and documents
Demonstrated experience in extracting, compiling and analyzing complex data sets
Experience supporting Government clients preferred
Experience on an Federal Agile System Development project preferred
In-depth understanding of the System Development Lifecycle (SDLC) preferred
Must demonstrate strong decision-making, complex problem solving, critical thinking, excellent written and verbal communication skills; and the ability to build productive cross-functional collaborations
Work as part of a team or independently to complete tasks
