ASRC Federal Holding Company Program Manager in Sheppard AFB, Texas

ASRC Federal Professional Services is seeking a Program Manager (PM) at Sheppard Airforce Base located in Wichita Falls, Texas.

The Program Manager serves as single point of contact (POC).

Responsible for ensuring that work performed under the PWS meets all requirements and responsibilities. Responsible for all contract activities and performance, holds the requisite authority to make and implement decisions regarding contract performance and changes to the contract. Establishes and sustains an ongoing performance-based organization that applies best practices and continuous process improvement to achieve highest levels of service and significant cost savings. Ensures the customer’s facility is operated and maintained cost effectively, efficiently, and in a first-class condition. Directs and monitors the performance of AFPS staff and their departments, resolves problems and/or conflicts and maintains open communication with staff, the customer, vendors, and other stakeholders. Ensures all documentation and deliverables are accurate, complete, and delivered on-time, develops/presents formal presentations for various contract and corporate business requirements. Tracks, analyzes, and trends project costs/oversees the planning, budgeting, and financial process. Ensures compliance with training and certification requirements.

Requirements :

One (1) Full time dedicated position.

Minimum of two (2) years’ experience as a Base CE or Deputy Base CE on a U.S. AF installation, or the equivalent position with another DoD service (AF experience is preferable) Or (2) a minimum of five years’ experience as a contracted PM or deputy PM at a U.S. military installation for a base maintenance contract or base operating services contract (AF experience is preferable) Or at least Five (5) years’ experience as a Program Manager managing large, complex, service type, performance-based government contracts with multi-disciplinary staff (200 person or more) multiple functional areas including:

  • Program management,

  • Business operations, human

  • Resources, procurement subcontracts, contracts,

  • Operations, labor negotiations,

  • Civil engineering, and logistics

  • Support with a value of over $40M per year.

  • Or 10 years’ experience with large-scale DoD organizations and the functions and operations of Wing/base activities (i.e., Maintenance, Civil Engineering, Logistic, Operations, etc.).

  • Bachelor’s Degree in engineering, architecture, physical science, or construction management from a program certified by the Accreditation Board for Engineering and Technology (ABET) Or from a program certified by the National Architecture Accrediting Board Or Master or higher degree from an accredited university in business administration/management, or a closely related field.

  • Current Project Management Institute (PMI) Project Management Professional (PMP) certification.
